The George W. Bush administration’s attempts to dismantle the civil service system for hundreds of thousands of Defense Department workers were derailed by fierce and sustained opposition from the American Federation of Government Employees and other labor unions.
The National Security Personnel System was abolished after a 6-year fight by AFGE in the courts and in Congress. More than 200,000 employees have transitioned back to the General Schedule system.
